e-Devlet for foreigners: getting the password and what the portal does for you

e-Devlet (turkiye.gov.tr) is the single login for Turkish public services. A foreigner with a residence or work permit has a foreigner identification number (yabancı kimlik numarası, YKN) beginning with 99, and that number opens the portal. Once inside, most of the documents other offices ask you for are a download away. This guide covers getting the password, the services that matter to a permit holder, and the ones that are still only available to citizens.

Who can get a password and how

You need a YKN. It is printed on the residence permit card and on the work permit card; it is assigned when the first permit is approved, before the card arrives, and the Directorate's decision letter or the e-ikamet status page shows it. With the number and the card, go to any PTT branch, show the card (and passport), and the clerk issues an envelope with a one-time password for a small fee published by PTT. At first login you set your own password and should enable two-step verification with your Turkish mobile number. Mobile signature and e-signature holders can log in with those instead.

The password is personal. Giving it to an agent or an employer gives them access to your tax, social-security and address records and lets them file declarations in your name; the Directorate and the tax office treat anything done under your login as done by you.

What we do not do. We do not hold anyone's e-Devlet password and we do not log in to anyone's account. In our packs we show you, screen by screen, which document to download and how the receiving office will read it; you keep the login.

Every document generated on e-Devlet carries a barcode and a verification code; the receiving office checks it online, so the printout does not need a stamp, signature or notarisation.

UETS: why foreigners should register

The National Electronic Notification System (UETS) is the official channel through which courts, enforcement offices and public bodies serve notices. Companies and professionals are registered compulsorily; individuals may register voluntarily on e-Devlet. For a foreigner who moves often or travels, voluntary registration means that a notice (a tax assessment, a court summons, a traffic fine) reaches you electronically rather than being deemed served at an address you have left. Once registered, a notice counts as delivered five days after it lands in the UETS box, so the box must be checked.

What is not available to foreigners

Services keyed to Turkish citizenship do not appear: the citizen ID card and passport applications, voting records, military service, and most family-register (nüfus kayıt örneği) functions, although a foreigner married to a Turkish citizen or registered in the foreigners' register may see a limited extract. The residence permit application itself is not on e-Devlet; it runs on e-ikamet, which has its own login by passport and permit number. Company e-services (e-Fatura, e-Beyanname) use the company's own credentials, not the director's e-Devlet.

Practical notes

  • Keep your mobile number current in the profile: two-step codes and UETS alerts go there.
  • A renewed permit card keeps the same YKN; the password survives renewal.
  • If the card is lost, the password still works; use it to download the permit status document while the replacement is processed.
  • Documents in foreign languages are not issued; where a foreign authority wants an e-Devlet document, print it, have it translated by a sworn translator and, if needed, apostilled; see our apostille guide.

Questions

Can I get an e-Devlet password before my permit card arrives?

Once the application is approved and the YKN is assigned, PTT can issue the password on sight of the approval document and passport in most branches; some branches insist on the card. If refused, wait for the card; it is posted within one to two weeks of approval.

Does e-Devlet work with my tax number instead of the YKN?

No. The portal is keyed to the eleven-digit identity number; the ten-digit tax number issued before the permit does not open it. After the permit the tax office links the two numbers and the tax services appear under your YKN.

Is an e-Devlet printout accepted abroad?

Not as it stands. A foreign authority will usually want a sworn translation and an apostille. Several documents, including the criminal record certificate, can be issued with an e-Apostille directly from e-Devlet; for the rest, the printout is notarised and apostilled in the ordinary way.
