About ROSTU
ROSTU is a private company registered in İstanbul. We do document preparation and process coordination — in Turkish, belge hazırlama, randevu organizasyonu ve işlem takibi hizmeti — for foreigners and foreign-owned businesses. We are not a notary, not a law firm, not an accountant, not a government office and not an "intermediary" of any authority. This page says plainly what we are, who is behind it, and what we are not.

Serdar Akmyradov — founder
Fifteen years in international B2B trade and payments between Türkiye, the EU, Central Asia and the Caucasus: bank compliance correspondence, foreign-currency settlement, accounting for trading companies, import/export documentation and customs coordination. The Business Operating Desk is the work the founder has done for his own companies and partners, offered to others.

Sworn translators
Contracted translators for English, Russian, Arabic and Turkmen, each sworn at the partner notary offices we use: [NOTARY OFFICE 1], [NOTARY OFFICE 2]. We have no agreement with any notary; our translators are sworn there, we book appointments as the client's assistant, and the client pays the notary at the counter.
Why this company exists
Every foreigner who settles or does business in İstanbul meets the same wall: procedures that are reasonable in Turkish and opaque in any other language, and a market of helpers who fill the gap by taking a cut of fees that are supposed to be fixed. The notary tariff is public; the harç table is public; the apostille is free; the accountant's minimum fee is published by TÜRMOB. What is missing is someone who tells you those numbers, prepares the file so the first visit is the last, and stands next to you while you pay the official amount yourself.
We started with companies, because that is where the founder's expertise is and where the need is weekly: a bank letter about an incoming payment, a shipment that needs seven consistent documents, a driver whose permit expires in sixty days. Families and individuals came next, through the founders and staff of those companies. The rules are the same for both: fixed fees, no state money through us, no promises, named people.
What we are not
- Not a notary or a notary's office. Notarial acts are reserved to notaries under Law 1512 and paid to them at tariff. We take nothing from any notary.
- Not a law firm. We give no legal advice and do not list, match or refer lawyers; Turkish law forbids paid referral and lawyer advertising. We tell you how to find one through the Bar — legal information.
- Not an accountant or customs broker. Those are licensed professions; you retain them directly.
- Not a licensed residence-permit intermediary. We do not file applications; you do, on e-ikamet, in person.
- Not a payment institution. We hold no client money and collect no fees for anyone else.
- Not a government body and not affiliated with one. Official information is at goc.gov.tr.
On numbers: we publish no client counts, success rates, testimonials or ratings until we have real ones we can show the source of. During the pilot, that means none.
