Closing a bank account in Türkiye and sending the balance abroad when you leave
Leaving Türkiye means closing accounts in an order that avoids missed payments, unpaid card debt and a stranded balance. This guide walks through the sequence: what to cancel first, how the remaining money goes abroad by SWIFT, what can stop a closure, how to ask for the closure letter and which tax points to check. Rules are stated only where we confirmed them; the bank’s own terms decide the rest.
Before you ask to close the account
Closing starts with a written account closure request (hesap kapatma talebi), but the real work comes before it. Every payment tied to the account fails once it is shut, so clear those first. List everything you hold at the bank: current and foreign-currency accounts, term deposits, cards and any credit.
- Redirect salary, rent and incoming transfers to another account.
- Cancel automatic payment instructions for utilities, phone, internet and insurance.
- Move tax and SGK payments to another method, or pay them off.
- Cancel debit cards and any linked virtual cards.
Closing an account does not close the obligation behind a payment. Tax debts, SGK premiums and utility bills stay owed; only the way you pay them changes. Check each balance through e-Devlet or the provider’s portal, and keep payment receipts in case a provider later bills a remainder.
Sending the remaining balance abroad
Under Article 4(e) of Decree No. 32, residents and non-residents may transfer foreign currency abroad through banks. A SWIFT transfer is the usual route. The bank still identifies you and may ask the purpose and source of the money; our guides on SWIFT documents and on Decree 32 cover those rules in detail.
| Balance | What to expect |
|---|---|
| Foreign currency | Sent by SWIFT to an account abroad; ask for fees, including intermediary-bank costs, in advance. |
| Turkish lira | Converted before sending foreign currency; ask which rate and fee apply. |
| Cash | Taking more than 10,000 euros in cash abroad follows Treasury rules (Article 4(f)). |
Have the IBAN and SWIFT code of the receiving account ready, preferably in your own name. The bank reports transfers above 50,000 US dollars that are not import, export or services payments to the authorities within 30 days; that is its duty, not a limit on you.
What can delay or stop the closure
A bank may postpone closing until the account is clean, meaning free of debts, attachments and unfinished checks. Check these points before you submit the request, so you do not lose a branch visit to a problem you could have fixed earlier:
- An open loan, overdraft or instalment plan; your contract may link repayment to the account.
- A credit card balance or card instalments still owed.
- An attachment (e-haciz) or a court order on the account.
- An unanswered compliance review, where the bank holds the account (bloke) until documents arrive.
- A joint account; ask whether every holder must sign.
Under Article 25(2) of Law No. 5464 a cardholder may ask to cancel a card and terminate the contract, but cancelling does not cancel what is owed. If the bank raises a compliance question, it cannot say whether it informed MASAK (Law No. 5549, Article 4(2)); answer in writing with documents.
Closure request, timing and the closure letter
Submit a signed written request at the branch, or through the channel your bank accepts, with your passport or residence card. State every account and IBAN, where the balance should go and the closing date you want. We found no general statutory deadline for closing, so the bank’s terms and your account contract apply. Check its fee tariff for any charge.
- Ask the bank to confirm the final balance and the exchange rate in writing.
- Ask for the transfer to be made on the same day as the closure.
- Keep the stamped copy of your request.
Then ask for the closure letter (hesap kapama yazısı), or an e-mail, confirming that every account is closed with a zero balance and no debt. Keep it with your final statements: it is your proof if a fee or a card charge appears later.
Tax points and term deposits
Closing an account is not a taxable event in itself. Interest on deposits is taxed by withholding (stopaj) at the bank, at a rate set by Presidential decision that has changed over time, so we quote none. Ask the bank for the interest statement showing what was deducted.
A term deposit (vadeli mevduat) needs planning. Closing before maturity follows the deposit terms and may change the interest paid, while waiting for maturity may delay your closure. Decide before you fix a departure date and ask the bank in writing.
- Keep the interest statement and the closure letter for your tax file.
- Check reporting rules in your new country; Türkiye takes part in automatic exchange of account information (CRS).
- For personal tax advice, use a licensed tax adviser.

Questions
Can I send all my money abroad when I leave?
Article 4(e) of Decree No. 32 allows foreign-currency transfers abroad through banks. The bank still checks identity, purpose and source of funds, and reports non-trade transfers above 50,000 US dollars within 30 days.
Does closing a credit card cancel its debt?
No. A cardholder may ask to cancel the card (Law No. 5464, Article 25(2)), but the balance and instalments still owed remain payable.
Is there a legal deadline for the bank to close the account?
We found no general statutory period. The bank’s own terms apply, so ask for the closing date in writing.
What proves that the account is closed?
The closure letter (hesap kapama yazısı) or an e-mail from the bank stating that the accounts are closed with zero balance and no debt.
What happens to a term deposit if I leave early?
It follows the deposit terms. Closing before maturity may change the interest paid, so ask the bank in writing before setting a departure date.
