Every cross-border payment documented before the bank asks — one desk, one manager, weekly report
Your money moves through your own banks without holds, returns or unanswered letters. The desk sets up two or three banking relationships, documents every payment under Decree 32 and the bank’s KYC rules, pre-clears large transfers before they are sent, screens counterparties and reports to you weekly. One manager, written reply to any bank request within 48 hours.
Who this is for
Company receiving payments from abroad every month
Customers, a parent company or investors send money to Türkiye regularly, and each transfer must be credited without a hold and without a compliance letter arriving after the fact.
Exporter or importer with multi-currency flows
Export proceeds must land and be closed with an İBKB or DAB within 180 days, import payments must match their documents, and the bank asks for both at once.
Group with several entities and daily flows
Dividends, intercompany loans, service fees and salaries cross the border every week. You need one desk that sees the whole picture, keeps every bank informed and reports to the board.
What you have at the end
Each month you hold a closed file for every cross-border payment: the contract or invoice, the Decree 32 check, the Turkish cover letter and the bank’s confirmation. Your banks have current KYC and CRS records for every entity and signatory, a source-of-funds file for every shareholder and large inflow, and a pre-clearance note on each significant transfer before it arrived. Counterparties were screened before the first invoice. A compliance calendar and a weekly report show flows, open items and risks.

How the work runs
Week 1 · Onboarding and tier
We map your entities, counterparties, currencies, monthly flow and existing banks, choose the tier that fits the flow, and take over open items: pending transfers, unanswered bank letters, expiring KYC. You receive the calendar and the document templates.
Weeks 2–4 · Banks and first cycle
Second and third bank onboarded with a complete file and a clear role each. Every payment of the month runs through the desk: documents matched, cover letter written, large inflows pre-cleared with the bank, counterparties screened before the first invoice.
Weekly · Report
Every week you receive one page: payments executed and documented, items pending at the bank, questions received and answered, export accounts and days remaining, KYC dates approaching, risks and the actions we recommend.
Quarterly · Review
We review with you which banks, counterparties and payment forms caused friction, refresh KYC and source-of-funds files before the banks ask, update the templates and the calendar, and align with your SMMM and lawyer on the next quarter.
How it is structured
| Holds the accounts, executes every transfer, issues İBKB/DAB | Your banks |
| Decides whether a payment is credited, held or returned | The bank’s compliance unit, under Law 5549 and MASAK rules |
| Books, VAT and withholding returns | Your SMMM or YMM |
| Legal opinion on contracts under Decree 32 and on sanctions law | Your lawyer, when needed |
| Files customs declarations | Your licensed customs broker |
| Prepares every file, pre-clears, screens, keeps the calendar, reports weekly — never holds or moves funds | ROSTU |
What stays outside the package
- Holding, receiving or moving client money — ROSTU is not a bank or a payment institution; your bank executes
- The bank’s decisions on crediting, holding or returning a payment — we prepare and answer; the bank decides
- Tax filings, customs declarations and legal opinions — your SMMM, customs broker and lawyer
- Collecting receivables from counterparties — we document the delay; recovery stays with you and your lawyer
Questions
Which tier fits us?
Starter: one entity, a handful of transfers a month, one or two banks, a monthly cycle of files and a weekly status line. Growth: weekly flows in several currencies, imports or exports with 180-day tracking, two or three banks, counterparty screening. Enterprise: several entities, daily flows, a dedicated manager with on-site days and a board-level report. We agree the tier in week one.
Does ROSTU hold or move our money?
No. We never receive, hold or transfer client funds and we are not a payment institution or a bank. Every payment is executed by your own bank from your own account on your signatory’s instruction. The desk makes sure the bank already has the purpose, the documents and the explanation it needs, so the payment is not held.
How does pre-clearance work?
Before the sender pays, we send your bank the purpose, the contract or invoice and the exact remittance text, and keep the bank’s reply in the file. Under Article 24 of the MASAK Regulation, as amended on 7 October 2026, transfers of 30,000 TL or more must carry verified sender identifiers; a receiving name that matches the IBAN holder and a one-sentence açıklama decide speed. The bank still decides.
What about export proceeds?
Proceeds must reach a Turkish bank within 180 days of the actual export date and be closed with an İBKB or DAB; at least 35% is sold to the bank until 31 January 2027. After day 180 the bank reports an open account to the tax office within five business days and the tax office gives 90 days. The desk flags day 150 and prepares the evidence pack.
