A Turkish R&D company admitted to a teknopark — with its project file, office, bank account and team
A teknopark is a regime that follows an approved R&D or software project, not an address. You receive a Turkish company, a project file accepted by the zone management company under Law No. 4691, an office inside the zone, a corporate account and a hiring route for developers. One manager on our side, weekly status, reply within one business hour.
Exact fee is fixed in the contract after a short clarification of the task.
Who this is for
Software founder moving product development to Türkiye
Your engineering team will build and sell software from a Turkish entity. The project description must match what the acceptance committee reads as R&D or software development.
Foreign technology group opening a development centre
The parent wants a subsidiary with a defined project portfolio, an office inside a zone and a payroll that complies with Turkish labour and social-security law.
Hardware or deep-tech team with a prototype roadmap
You need laboratory or office space, a research plan the committee can evaluate and a company that can hire engineers and sign supplier contracts.
What you have at the end
At the end you hold a Ltd. Şti. or A.Ş. registered in the Trade Registry, a project file accepted by the zone management company under Law No. 4691, a signed office lease inside the zone, tax registration, a retained SMMM who keeps teknopark records, e-signature and KEP address, a corporate bank account, SGK workplace status confirmed, first employment contracts and the work-permit route mapped for each foreign developer. Every document sits in one indexed folder.

How the work runs
Phase 1 · Project and zone
We turn your product roadmap into a project description the committee can evaluate: scope, novelty, team, work packages. Zones are shortlisted by sector and available space.
Phase 2 · Company
Founder documents, MERSİS filing, company agreement and Trade Registry entry with your SMMM. The registered purpose covers software and research activity.
Phase 3 · Application to the zone
Project file and company documents go to the zone management company; the acceptance committee evaluates and decides. We answer every clarification in writing and track the decision.
Phase 4 · Office, tax, bookkeeping
Office lease signed inside the zone, tax plate, e-signature, KEP and e-Tebligat in place, project-based bookkeeping agreed with the SMMM so the regime’s records exist from day one.
Phase 5 · Bank and team
Registry documents, zone acceptance and lease go to two or three banks. SGK status confirmed, Turkish contracts signed, work-permit files for foreign developers prepared for the employer’s e-İzin filing.

What stays outside the package
- Legal and tax advice on the Law No. 4691 regime — your lawyer or SMMM provides it
- The acceptance decision — the zone management company and committee decide; we prepare and follow up
- Share capital, zone rent and fees, notary and translator tariffs — paid by you directly
- Work-permit decisions — the employer files on e-İzin and the Ministry decides
Questions
What does zone admission change?
Under Law No. 4691 on Technology Development Zones, the regime applies to R&D and software activity approved by the zone management company and carried out inside the zone. Admission rests on an accepted project file and an office in the zone; activity outside the approved project stays under the ordinary rules. The SMMM keeps the separate records the regime requires.
Are the incentives automatic once we are in?
No. They attach to the approved project, the staff working on it and the income it generates, under conditions set by the law and its implementing rules. What applies to your project and how it is documented is confirmed with your SMMM before the first payroll and the first invoice. We describe the mechanism; the SMMM confirms the position.
Can we hire foreign developers?
Yes, through the company as employer. Under Law No. 6735 the employer files the work-permit application on e-İzin with its own e-signature, which is why KEP, e-signature and SGK registration come first. The Ministry of Labour and Social Security decides. We prepare the data pack and document chain for each developer.
Do we have to be physically present in the zone?
The regime is tied to activity inside the zone, so an office lease there is part of the application and the approved project is carried out from it. Whether and how part of the work may be performed elsewhere follows from the current implementing rules; your SMMM and the zone management company confirm the position for your project.
